COVID‐ 19 MUNICIPAL UTILITY RELIEF PROGRAM​

Many Pittsylvania County residents have experienced negative economic impacts as a result of COVID-19. Customers of the Service Authority can now apply for utility relief for unpaid water and wastewater bills incurred between March 1 and December 30.  

The Pittsylvania County Service Authority received $13,773.73 in CARES Act funds from the Virginia Department of Housing and Community Development to be used as customer relief. Both residential and non-residential customers who have experienced the economic impact of COVID-19 can apply for these funds. 

The relief funds can be used: 

  • To assist with water and wastewater bills dated March 1, 2020, to December 30, 2020, and may not be used for past due amounts prior to this time period or after this time period.
  • As a one‐time opportunity, with only one payment per household (for residential) or account holder and their successors (for non‐residential). 

You can fill out the online form, or you can print out the paper form and fax, mail, or deliver it to Pittsylvania County Public Works, which oversees the Pittsylvania County Service Authority. The Service Authority serves over 3,000 customers, providing water and wastewater services in segments of Pittsylvania County. 

The deadline for Pittsylvania County Service Authority customers to apply for these utility relief funds is Jan. 22, 2021.

Note:  Effective July 1, 2020, all in-person payments must be made at the Treasurer's Office at 11 Bank Street-Courthouse Annex in Chatham, Virginia.

The Treasurer's Office hours are 8 a.m. to 5 p.m., Monday through Friday. Your bill is required to make an in-person payment.  An appointment may be necessary to make an in-person payment.

Payment drop boxes are located on the exterior wall of the entrance ramp leading into the building and the other is a drive-up box in the parking lot behind the building. 
Payments dropped after 5 p.m. will be credited the next business day.  Dropped payments should include the payment coupon, or at a minimum include your account number.  No cash, please.

The Pittsylvania County Service Authority (PCSA) was established in 1973 as an independent entity under the provisions of the Virginia Water and Sewer Authorities Act for the purpose of providing water and sewer service for all areas of the County outside the City of Danville and outside the incorporated towns of Chatham, Hurt, and Gretna.  To serve its customers, the PCSA has contracts to purchase bulk water from the City of Danville, Henry County Public Service Authority, the Town of Chatham and the Town of Hurt.  PCSA does not currently own or operate water or sewer treatment facilities.

Note:  As a Public Utility member of VA811, PCSA will mark the approximate horizontal location of our underground facilities to the point of consumption.  For water, this is at the meter.  For sewer, this is at the property line.  PCSA does not mark utilities on private property.  Additional information can be found here.
